Reforms in the national statistical system to ensure the accuracy, reliability and transparency of statistical information

On December 25, 2019 at 11:00 a press conference was held at the Agency for Information and Mass Communications under the Presidential Administration of the Republic of Uzbekistan on the results of the year on the topic “Reforms carried out in the National Statistical System to ensure accuracy, reliability and openness of statistical information, as well as tasks for the future. "
The event was attended by representatives of the central apparatus of the State Committee on Statistics, statistical offices of Tashkent and the Tashkent region, the leadership of the Institute for Advanced Studies and Statistical Studies, as well as representatives of the media.
As noted at a press conference, the decisions and decisions adopted by the President and the Government of the Republic of Uzbekistan in the field of statistics recently, as well as the appeal of the President of the Republic of Uzbekistan to the Oliy Majlis of December 28, 2018, identified a number of important tasks that should be fulfilled. On this basis, as a result of practical work to date, more than 1 million indicators are published on the committee’s website in 279 collections in tabular form in 20 sections of the committee’s website. More than 90 analytical statistics and press releases were published on the official website in Uzbek, Russian and English for users and the general public, on the basis of which various infographic videos were launched on central television channels for quick objective disclosure of information.
Also, to ensure the objectivity and transparency of the generated statistical information, 5 methodological manuals for maintaining existing statistical calculations were improved, 32 new methodological manuals were developed and put into practice, amendments and additions were made to 17 forms of state statistical observations.
It was noted that special attention is paid to the widespread use of the functionality of information and communication technologies in ensuring the reliability, reliability and openness of statistical data.
In particular, at present, 100% delivery of all monthly, quarterly and annual state statistical reports is provided through the automated information system E-Stat 3.0. That is, in the process of submitting the report, the intervention of the human factor was completely limited.
It was also noted that human resources play an important role in ensuring the reliability of summary statistics. Therefore, an urgent issue on the agenda is the advanced training of personnel and the further acceleration of statistical research in this area.
By Resolution of the Cabinet of Ministers dated August 17, 2019 No. 686, the Center for Retraining of Personnel and Statistical Research of the Committee was transformed into the Institute for Advanced Studies of Personnel and Statistical Research, which is a positive solution to the above issues.
The Institute organized training in 5 areas in 13 different relevant topics on statistical issues, in which 1,155 employees of the system improved their qualifications in 2019.
In addition, over the past period of the current year, 112 employees of the system participated in seminars and trainings at various international levels. The international experience accumulated in them and new methodologies are widely implemented in the committee.
The actual, reliable and open calculation of the inflation rate in our republic is fully adjusted. In order to further improve the calculation work in this area and reduce the influence of the human factor, statistical selective observations are carried out using electronic tablets. Today, price monitoring in all regions is 100% carried out using tablets. As a result, price monitoring in the regions is carried out on-line, data are sent directly to the central server of the committee.
In order to satisfy the information needs of users over the past period, the contents of the databases of 8 international organizations and 11 statistical agencies of the countries and their experience in this direction were studied. The practice of conducting regular surveys of national and foreign users via the Internet has been established.
As noted, special attention is paid to another important issue - improving the Open Data Portal of the Republic of Uzbekistan, expanding the open data sets contained in it.
So, if at the beginning of this year the number of open data sets published on the open data portal was about 4000, then today their number is more than 7000. 142 ministries and departments, as well as local authorities, post open data on the portal.
Also, for the first time in Uzbekistan in December of this year, the Open Data Week Uzbekistan - 2019 and Open Data Day 2019 open data weeks were held. According to the “Open Data Inception” rating, as a result of measures taken to further develop the field of open data in the Republic of Uzbekistan, in the ranking of the availability of open data sources, Uzbekistan with 52 open data sources entered the top ten among the countries of the world.
The Committee has established close partnerships with the CIS Statistical Committee, the United Nations Economic Commission for Europe, the United Nations Development Program, UNICEF, UNFPA, the Asian Development Bank, the World Bank and the International Monetary Fund. An information exchange with 12 international financial and economic organizations has also been established, and timely provision of statistical data is provided on the basis of 28 special types of questionnaires.
During the event, information was provided on the work done, based on the tasks identified in the decree of the President of the Republic of Uzbekistan “On the concept of conducting a population census in the Republic of Uzbekistan in 2022”, as well as the draft Law of the Republic of Uzbekistan “Population Censuses” developed by the committee.
In order to ensure the content and significance of the decree of the President, to fulfill the tasks outlined in it, a wide propaganda work is being carried out among the general public. Over the past period, more than 530 thousand speeches were organized in the media, 381 articles were published in newspapers and magazines, it was noted throughout the republic that more than 6 thousand events and meetings were organized on site, that is, in educational and medical institutions and mahalla gatherings.
